‘Avante’ means ‘Forward’ in Portuguese, and this overarching programme began with a capacity building workshop that helped to reorganise LARDEF structures. There was separation of powers, an executive paid staff group and a board of elected management committee members. Avante facilitated LARDEF’s institutional learning through training workshops for management and senior staff and also provides core organisational support.
Through Avante, LARDEF has made key institutional changes; established sound management structures and financial protocols, developed and implemented 3 year strategic plans and constructed a new office HQ in Luanda. This is the basis for LARDEF to deliver and manage a range of programmes, as well as promoting more effectively the rights of disabled people.

- Advocacy and Lobbying activities are implemented at national, provincial and community level. High profile national level advocacy is aimed at senior political decision makers and opinion formers, focussing on advocating for statutory rights for disabled people. The programme also supports LARDEF ’s prominent media campaigns on TV and Radio
- Socio-Economic Support supplements income generating programmes supported by Twendi and Tchilema in six communities in Benguela province, Chongoroi, Bolonguela, Calomburaco, Asseque, Damba Maria and Luongo; and two in Moxico province, in Sangondo and Zorr ô
- Membership Mobilisation programme aims to build strong and representative membership, bringing LARDEF’s work closer to disabled people in rural areas and strengthening the disability movement at grassroots level. LARDEF organises local leadership groups, raises awareness about disability rights, self representation, activism and supports local advocacy actions
- Mainstreaming and Networking programme aims to enable LARDEF to work with other national and international organisations to mainstream disability issues, to include disability in government strategies and policy making and to promote the objectives of the African Decade of People with Disabilities
